Really it can be automatically monitored and maintained for free through a cooperating University. This is merely a $16 million a year hornswoggle going into the crony's pocket. Its dirtier than greedy profit. All that, lying cheating and stealing on top of it. Republicans in office don't deserve to be there because they do not study and know about the communities they represent or what they have already (and recently) funded. They are not doing their jobs in a two party system. Having formerly worked for the DNC the only thing good I can say about democrats is they at least learn their constituencies well enough to manipulate them.
