While the Mount Diablo school board is poised to pass a 2011-12 budget with cuts in personnel and programs, it also has on its Tuesday agenda a proposal to create a position of director of English learner programs.

The board is due to convene in public session at 7:30 p.m. Tuesday in the board room at school district offices, 1936 Carlotta Dr., Concord.

A closed session was scheduled for 6:00 p.m. to address negotiations with bargaining units in the district.
