Lawsuit Claiming Excessive Police Force Topic of Wednesday Closed Meeting

The City of Concord has called a special closed meeting for Wednesday at 5:30 p.m.

The City of Concord has called for a special closed meeting on Wednesday to discuss the existing litigation of Luis Moreno v. City of Concord, et al.

Moreno is suing the city of Concord and the police department claiming that a police officer used excessive force when the officer shot him with a taser during a traffic stop, the Contra Costa Times reported.

Moreno is suing for damages, for injuries, wage loss and medical expenses, claiming he is the victim of battery, assault, false arrest and illegal imprisonment.

The suit names the city, police Chief Guy Swanger, (Officers Christopher) Blakely and (Michele) Ligouri as defendants.
