Police Identify Man Shot By CHP Officers

The Solano County Sheriff's Office has identified the Sacramento man who was shot by a California Highway Patrol officer in Dixon Monday evening as 42-year-old Webster Lee.

Sheriff's Deputy Daryl Snedeker said Lee allegedly shot two people in Sacramento Monday, stole a vehicle, drove to Concord, abandoned that vehicle and stole another vehicle before heading into Solano County on eastbound Interstate Highway 80.

Concord police issued an alert about the stolen car and the California Highway Patrol spotted the stolen vehicle near Pedrick Road shortly before 8 p.m., CHP Officer Daniel Hill said.

The CHP pulled the car over and officers approached it with a department-issued shotgun because they were aware Lee was a suspect in a violent incident, Hill said.

One of the officers shot Lee with the shotgun, Hill said.

Lee became combative when the two CHP officers tried to provide medical aid, but he was eventually subdued and taken to a hospital, Hill said.

Snedeker said Lee was listed in stable condition at the hospital.

The shooting investigation closed all eastbound lanes of I-80 from Pedrick Road to Kidwell Road. Two lanes of the highway opened shortly after 10 p.m.

Sacramento police said the incident began when Lee allegedly shot a 21-year-old man in the 2300 block of Oakmont Street in Sacramento around 9:25 a.m. Monday.

Lee, his mother and another female were involved in an argument inside an apartment, and at one point a shot was fired, Sacramento police said.

Lee, armed with a firearm, left the apartment and allegedly stole a neighbor's car keys. As Lee, his wife, their teenage daughter and an adult female friend were getting into the stolen car, the neighbor's ex-boyfriend confronted Lee, Sacramento police said.

Lee allegedly fired several shots, striking the neighbor's ex-boyfriend multiple times in the upper body, Sacramento police said. The neighbor's ex-boyfriend suffered injuries that are not life-threatening and was taken to a hospital.

Lee, his wife, daughter and friend then left in the stolen car, and Sacramento police informed law enforcement agencies about the stolen car and the shooting.

Concord police notified Sacramento police around 12 p.m. that two women were dropped off in Concord. They were identified as Lee's wife and the 35-year-old female friend who had a gunshot wound believed to from the shooting on Oakmont Street.

Lee's unharmed teenage daughter was found in the car that was stolen in Sacramento and abandoned in a Concord park around 12:30 p.m.

Lee then stole an unattended, running vehicle from a parking lot in Concord around 7 p.m., Sacramento police said. Law enforcement agencies were alerted and the California Highway Patrol spotted the stolen car in Dixon around 8 p.m.

The Solano County Sheriff's Office is investigating the CHP officer-involved shooting.
