UPDATE: Suspected DUI Added to Hit-and-Run Charges; Victim Was Mother of 2, Homeless at Time of Death

Sunday's accident near Willow Pass Road led to arrest of Antioch man, 29.

A 29-year-old man who allegedly fled from a crash that killed a homeless woman in Concord late Sunday night was arrested on suspicion of drunken driving early the next morning, a California Highway Patrol spokesman said.

Police said officers arrested Tyler Neal Larson of Antioch on Monday on suspicion of felony hit-and-run. Investigators believe he fled the scene after his truck left the roadway and fatally struck 46-year-old Yolanda Tiscareno as she was walking around 11:40 p.m. on a sidewalk on Willow Pass Road near Fifth Street, according to police.

Emergency responders pronounced her dead at the scene. A little more than an hour later, CHP officers in the area stopped Larson in his 1997 Chevrolet Silverado pickup truck on suspicion of DUI, according to CHP Officer John Fransen.

Fransen said the officers saw that Larson's truck matched the suspect vehicle description in an alert to law enforcement about the fatal hit-and-run collision and immediately informed Concord police, who arrested the suspect.

He was taken to county jail in Martinez where he is being held in lieu of $100,000 bail.

According to Doug Stewart of Central County Homeless Outreach, Tiscareno was homeless at the time of her death but was seeking services to get off of the streets.

Over the past seven years, she lived on the streets and in shelters in the Concord, Bay Point and Pacheco areas, he said.

"She never caused any problems, she was always trying to get help," Stewart said. "She was a nice person, she could just never turn the corner," he said.
 Stewart said Tiscareno is survived by two sons.

Concord police arrested a 29-year-old man suspected of driving a pickup truck that struck and killed a woman in Concord late Sunday night.

Tyler Neal Larson of Antioch was arrested on Monday through information from the California Highway Patrol that led investigators to the vehicle believed to be involved in the fatal hit-and-run collision, Officer Ken Carlson said.

Larson was driving a black 1997 Chevrolet Silverado pickup truck traveling east on Willow Pass Road near Fifth Street around 11:40 p.m. Sunday, Carlson said. For unknown reasons the Silverado left the roadway, struck a pedestrian walking west on the sidewalk and fled the scene, he said.

Arriving officers found the pedestrian deceased on the roadway, according to Carlson. The pedestrian was identified as 46-year-old Yolanda Tiscareno of Concord, according to the Contra Costa County coroner's office.

On Monday afternoon, the CHP contacted the Concord Police Department about an incident on eastbound state Highway 4 that happened earlier that day shortly after midnight, Carlson said.

Investigators were given a description of a possible suspect vehicle in addition to the owner's information and went to Larson's Antioch home where they located the Silverado, according to Carlson.

Investigators examined the vehicle and determined that the pickup truck was involved in the collision, he said.

Larson was arrested on suspicion of felony hit-and-run and booked into county jail in Martinez. His pickup truck was seized as evidence.
