On Wednesday, Oct. 31, from 3 to 5 p.m., downtown businesses invite costumed parents and children to "trick or treat" in the shops surrounding the plaza. Participating businesses will fly orange and black balloons.
Winners of this year's Scarecrow Contest will also be announced.
In past years, the City of Concord sponsored a Halloween Parade and Costume Contest as well as a Pooch Parade on the Sunday before Halloween. This event is no longer possible due to budget cuts.
