Police Lt. Bill Roche said the driver involved in the crash was not believed to be under the influence of alcohol or drugs at the time of the collision. Roche said police have confirmed that Carscadden was jaywalking when he was hit.

Carscadden was homeless at the time of his death and was known to frequent the Clayton Road corridor where he was struck, Roche said.
